Holds

The nine holds

Skyrim has no High King, and the nine thrones stand empty. Each hold is a citizenship you request, a hierarchy you occupy and a treasury somebody has to run.

A hold in Dovahzul Roleplay is not scenery. You request citizenship of one, and the request is approved or refused by whoever holds the top of that hold. From there you are part of a six-tier structure that runs from the Jarl down to the garrison, with titles somebody writes and offices somebody fills.

What holds it all up is the treasury. Every trade closed inside a hold pays tax, and the rate is decided by whoever has the authority to decide it, up to a ceiling of 25%. Every collection, every change of rate and every withdrawal is written into a ledger the whole hold can read.

Citizenship, offices and treasury

Citizenship is requested one hold at a time, and only the Jarl, the Hand and the Chancellor can approve who comes in. You can renounce and hold no citizenship at all, and request another one later.

Offices run from the Jarl to the garrison in six tiers: Jarl, Hand, Chancellor, nobility, command and garrison. Whoever stands above promotes, demotes, dismisses and hands out written titles to those below.

The treasury takes tax on everything traded inside the hold, at a rate of up to 25% set by the top offices. The treasury ledger records every collection, every change of rate and every withdrawal, with the name of whoever did it.
