Hold

Hjaalmarch

Morthal is a handful of houses on the edge of a marsh, in permanent fog, with fewer people than any hold capital should have. Hjaalmarch is the land nobody crosses by choice.

The land

The marsh is the best alchemy ground on the continent: what grows here grows nowhere else, and whoever knows what to pick leaves Hjaalmarch with what other holds pay well for. The hunting is good and difficult for the same reason, and timber from the north of the hold reaches Solitude by river. The Stonehills mine carries the rest.

The empty throne

Highmoon Hall governs the least populated hold in the south, and that is exactly the opportunity: a treasury that starts small grows quickly once someone organises what comes out of the marsh. It is the hold where competent administration shows results soonest.

Citizenship, offices and treasury

Citizenship is requested one hold at a time, and only the Jarl, the Hand and the Chancellor can approve who comes in. You can renounce and hold no citizenship at all, and request another one later.

Offices run from the Jarl to the garrison in six tiers: Jarl, Hand, Chancellor, nobility, command and garrison. Whoever stands above promotes, demotes, dismisses and hands out written titles to those below.

The treasury takes tax on everything traded inside the hold, at a rate of up to 25% set by the top offices. The treasury ledger records every collection, every change of rate and every withdrawal, with the name of whoever did it.
