Hold

Haafingar

Solitude was built on a natural stone arch, the sea on one side and the docks on the other. It is the richest city in Skyrim and the one that least looks like it went through the war: the streets are wide, the houses are tall, and the Empire left its habits behind.

The land

Haafingar is the shortest hold to cross and the one with the widest road. What comes in through the docks feeds the city trades: the tailor works for people who pay for good clothes, and the kitchens and forges serve whoever arrives from outside.

The empty throne

The Blue Palace is empty like the rest, and it is the one with the greatest distance between the throne and the street. The legions went back to Cyrodiil and took the imperial structure with them; what stayed is the most prosperous city on the continent with nobody to run it.

Citizenship, offices and treasury

Citizenship is requested one hold at a time, and only the Jarl, the Hand and the Chancellor can approve who comes in. You can renounce and hold no citizenship at all, and request another one later.

Offices run from the Jarl to the garrison in six tiers: Jarl, Hand, Chancellor, nobility, command and garrison. Whoever stands above promotes, demotes, dismisses and hands out written titles to those below.

The treasury takes tax on everything traded inside the hold, at a rate of up to 25% set by the top offices. The treasury ledger records every collection, every change of rate and every withdrawal, with the name of whoever did it.
