Hold
Falkreath Hold
Falkreath is close pine forest and a graveyard larger than the town. It sits on the southern border against Cyrodiil, and it is where the war came in and went out more than once.

The land
Timber is the hold product: a lumberjack in Falkreath does not have to look for a tree, only choose one. The woods also give game and ingredients, and the town mill is where all of it converges.
The empty throne
The Jarl's longhouse is small and stands three steps from the main street. Falkreath is the hold easiest to govern up close and the most exposed: whatever comes from Cyrodiil arrives here first, and whoever taxes this border will have to explain the rate to strangers.
Citizenship, offices and treasury
Citizenship is requested one hold at a time, and only the Jarl, the Hand and the Chancellor can approve who comes in. You can renounce and hold no citizenship at all, and request another one later.
Offices run from the Jarl to the garrison in six tiers: Jarl, Hand, Chancellor, nobility, command and garrison. Whoever stands above promotes, demotes, dismisses and hands out written titles to those below.
The treasury takes tax on everything traded inside the hold, at a rate of up to 25% set by the top offices. The treasury ledger records every collection, every change of rate and every withdrawal, with the name of whoever did it.
